After already counting that useless Motherlode column about Harry Potter? A "heavy water plant" does not in and of itself make plutonium; it makes heavy water. A heavy water reactor sure can make plutonium, but so can a light water reactor (the former makes more, faster). Just f*ing say that. If you want a better idea of what the issues are, see this.
